Add a build piece that displays custom place names

It would be cool and funny in multiplayer if there was a build piece similar to the ward that displays a custom title and sound effect similar to when entering a new biome when a player comes within its radius. Players can set it to repeat each time someone enters the radius, or to just be one-off.
