Biome Update Console Command

As the title suggests it would be fantastic to have a way to update biomes to include the new content instead of having to completely restart on a new seed. I know there is a mod that can perform this function but it really should be a native feature.

How would that work, exactly? If an area is unexplored, it gets updated, so the trick is to not explore future biomes. For those that have been explored, would your command clear any player modifications?
