The Cape of Odin is only available for the early supporters of Valheim via a steam code sent out in an email from Iron Gate Studios to those who signed up for the Valheim Beta.
You can look up the item ID at https://valheim.fandom.com/wiki/Item_IDs or else Google for "Valheim item IDs". Then use console commands to spawn it in. Instructions for THAT are also on the wiki.
