Pre-selected patterns or an open palette for your own designs? Any why limit it to just bucklers? Why not all shields?
This can go for armor and capes as well. Looks to me like a good use for the Artisan table. If you have a paintable item in your inventory, you can bring the various ingredients for the colors (same ingredients to craft the various banners.)
Speaking of banners, it would be cool to create a free-form banner as an item you hang on an item stand.
