The fishing mechanics are not at all explained in game. Because the fishing rod model uses a bobber for it's lure my assumption for how fishing worked was to wait until a fish bit, and the bobber sank below the water. It would be much better to explain the mechanics clearly in game, and maybe change the lure type to be something that intrinsically needs to be reeled in to catch fish.
